I have a new Dell Desktop running Windows 10, Connected a Samsung TV via HDMI. When I start the program the screen goes dark...eventually I hear some audio but that's it. To exit the program I hit cntl-alt-del at which point I see the X-Plane screen but can't do anything with it.

My guess is that the screen resolution x-plane is set to use is not supported by the tv. if you have another monitor) you can probably get away with starting X-Plane on the other monitor changing x-plane to window mode rather than fullscreen,  and then setting the resolution to the same resolution you use for your desktop (windows settings). At any rate when in windowed mode the computer will keep the same resolution your system is already set up and working at.

Just a first guess... Hope you get it sorted out.

X-Plane is designed/setup to run on a 1920 x 1080 configured screen(s).  Don't try a 4K screen. Image will be extremely small.  All that will be good for is watching TV.

glenfer,

That is not necessarily true. You can choose your monitor/tv resolution in the options screen. I have set up a 4k hitachi tv to work at 4k resolution and still get up to 60fps.
