Does Steam download from different servers than x-plane.com purchases

I am unable to download x-plane 11 any longer due to HTTP 403 errors.  If I purchase from Steam, will it download from different servers and possibly bypass my 403 error problem?

Yes, Steam uses different servers. If you attach a copy of the installer log from the desktop it will provide more information on why the install is failing. Are you using the automatically downloaded installer?
