can it be done at stages?

Due to the file size, I need to break it down into at least 2 stages, so I do not go over my data limit.

Answer 1

The only way to break up the download is to not install any scenery the first time. That will install just the core sim. You can later add scenery in chunks by running the installer and using the "add/remove scenery" option.
