If you're using it from an already-initialized flight, the rules are "within +/- 0.5 degrees lat/lon of your current location", with an altitude randomized between 2k and 4k meters.
If you have more specific parameters you'd like to use, I'd recommend starting a flight in the air and dragging your plane icon on the map to the general area you want to be in.
