Flaps don't work on 747-400 in iphone

Question

I'm unable to get the flaps to work on the 747-400 in iphone x-plane-10. I can tap on the flap icon in the lower right, but when I try to drag, nothing happens.

Could you tell me what I need to do?

I believe some aircraft have safety settings that prevent you from moving the flaps at the wrong speeds. X-Plane aircraft are modeled closely after the real world aircraft, so you may have to research the real plane to find these limits. I do not know them off of the top of my head as I am not a pilot.
