X-Plane rewrites the log file any time you use it. The best way to handle crashes on Windows is to fill out & send the automatic crash report form if it comes up.
X-Plane can't restart your computer (or keep it from starting) without some hardware failing. It sounds like you'll need to troubleshoot the hardware first if the PC won't start now.
