Why does "A.I. Flies Your Aircraft" start in the air?

With the upgrade to X-Plane 11.10, whenever I activate "A.I. Flies Your Aircraft" it begins in flight rather than at the ramp start position.  I am using an uncontrolled airport that I created in WED with Has ATC checked and with a tower frequency.  The AI traffic works fine.

It was working fine before the upgrade to X-Plane 11.10 with all the same settings.

What has changed in the "A.I. Flies Your Aircraft" logic that would cause it to begin in flight as opposed to the ramp start position?

This behavior is expected if you are using an uncontrolled airport, or if the airport is incompatible with the aircraft. This can be if the runway is too short for the type of plane, has the wrong type of ramp start, etc.
