How wind layers works?

Question

I have a question about how wind layers works.
When I set the wind at 10.000ft 290º 10kt for example, this means that the wind will have this configuration only at 10.000ft or at 10.000ft AND BELOW?

X-Plane should match the settings at the specified altitude, and interpolate in between.
