What does frame rate "f-sim 9.990x9" really mean?

Does this mean the frame rate is higher than 98.91 fps, and if so, why do I get low frame rate messages?

f-sim is the simulated frame rate. F-act is the actual frame rate. If your actual frame rate is lower than 20 X-Plane will try to simulate a higher fps I believe. It sounds like you will need to turn down the graphics options.
