11.30 beta poor performance

Specs

Ryzen 5 2600x 3.6 GHz

GTX 1070ti 8gb

16GB Ram

In the current steam version 11.26 I get 40-60 FPS on high settings then if I op into the 11.30 beta on the same settings I get 15-25fps is this normal and will it be fixed in the full release?
