I too had faced the similar issue after reinstalling my windows operating system.
Here is the fix / solution to your issue.
1) Please check in your X-Plane 11 directory > Log.txt file. - Go through the text file and see if you can locate .../Resources/plugins/LiveTraffic/64/win.xpl : Error Code = 126 :The specified module could not be found.
If this is the issue then just do the following step below...
2) Install the "Visual C++ Redistributable for Visual Studio 2015" which is required for LiveTraffic to run on Windows. It's almost always there...if not (like in Server installations) download it directly from MicrosoftLink: https://www.microsoft.com/en-us/download/details.aspx?id=48145
Now restart your X-Plane11.
