It says that I have to buy my planes again and when I hit restore purchases it says please purchase software application first I have no idea what it means

Please make sure you are signed into the account that originally downloaded the app and purchased the planes. Make sure you're signed into that account in the device's settings or store. Then close the app entirely and try again.

I have tried both of my Game Center accounts and it didn't work it comes of with the same error message

Do you have more than one Apple ID? That's what is tied to your purchases.
