fps problem on every graphic setting

hello on every graphic setting i have like 40 fps, need help :(

 

gtx 1070

i5 7600k

16gb ram

Hi, Have you desactivated Vsync in the settings window? Most users prefer to have it off. More informations here :

40fps is very good I think, though, if it's what you get in very demanding situations... The most important is to stay above 20fps for simulation reasons. And above 30fps, the eyes will not see the difference.

but my gpu is like 29% usage

Have you tried really tough weather in New York with all settings including shadows maxed out for example? Do you still have 40fps with 29% usage? Moreover, Laminar Research is still working a lot on GPU usage. You can follow that here :
