With this little information to go on, my guess would be low FPS. When you first start X-Plane, go into Setting > Data output & check the box to turn fps output on in the cockpit. If it is low (under 15 or 10), then mouse response will be very delayed and it can show up like what you describe. Turn down rendering options to get fps higher.
