ATC Request taxi clearance all airports

Question

Does the request taxi in new ATC work at all airports.  I can file a flight plan, but when I get to the request taxi I get no response at some airports, kphx most recently.  I have tried it from the gate, ramp and a runway.  It does work at ksfo and klgb.  I know some plugins like follow me car work only at certain airports, which neither ksfo or klgb work with that plugin.  I am flying the Canadair CRJ-200.
