I am after a definitive answer to the question:  does the Global Airports folder in Custom Scenery really need to be after custom airports, or does it not matter where it is?  I ask this question because people say it has to be after, but I have custom airports before and after the Global Airports folder and everything seems to work ok.

Since X-Plane 10.45 we've also been excluding by ICAO code. You may be seeing a benefit of that. My understanding is that the order of airports listed in the scenery_packs.ini file still matters. Global airports should be below any custom airport scenery but above any base meshes.
