How about a command for ATC read-back?

Or do we have an ATC read-back command already? (blah blah to get the 100 characters required — if you're going to have a 100 character minimum you should include character count feedback as you type)

I don't really understand what you're asking, which is why we have the 100 character requirement to try to get enough info. ;)

You can request that ATC repeat their instruction when using the ATC options. In X-Plane 11, that option is not available when you have "Use departure wizard" checked though.
