Low renderings, And still horrible fps HELP

Okay so I just got this game 2 days ago and ever since I had a horrible experience. First off it started with very low fps, around 19.20, so I go back and change my renderings to low and then come back and it only went to 19.90. But not only that but the runway texture is horrible and blurred!!! I'm on a hp Win10, 4gb ram.

Low and minimum settings are designed to use low numbers of objects and low quality textures to save on processing and graphics power.  Make sure your computer meets the recommended system requirements then try reviewing the process for adjusting the rendering settings.

CPU - 8-Core,  Intel(R) Core(TM) i7 6700K CPU @ 4.00 GHz 4.01 GHz
RAM -  16 GB
SYSTEM - 64 Bit
OS - Windows 10 proffessional
GCard - Nvidia Geoforce GTX 1080 / 8GB / Direct X 12

AND HAVE VERY BAD FPS.
Somewhere i have read that it is a Nvidia bug to be fixed, maybe that is the problem = ?
