X-Plane 11 ATC comes up as a type bar instead of what it normally looks like

When trying to file flight plan, the ATC menu just comes up as a type bar and I cannot figure out how to get it back to original.

This indicates you have multiplayer networking turned on, evidently by accident, or perhaps by plugin. You can go to Settings > Network and expand the Multiplayer section to turn it off, or use the button to reset all networking.
