You can enable AI planes in the "aircraft & situations" window found under the aircraft menu. Increase the number of aircraft on the second tab. They will follow ATC's instructions and make the airport more lifelike. One warning: ATC's behavior is still a work in progress and may not be realistic enough for you if you are very familiar with the real airport.
