Panel Builder 32 bit will only run in Steam X-Plane version

Anyone have an issue with Panel Builder 2.95 running in 64 bit X-Plane Steam version?  All of the files appear to be present.  I can only run Panel Builder 2.95 with the 32 bit Steam version.  Plugins do not load in the 64 bit version.
