You have not described the specifics of your hardware (CPU, GPU, RAM, number of displays), but when the frame rate is down at that level, I suspect that X-Plane may somehow not be utilizing gaming video (3D) hardware. One time, I had enabled the integrated graphic on the motherboard, despite the X-Plane monitor was connected to an external GTX card, X-Plane was running at 1 FPS!
