read FAQ none apply.  Reason for failure is "PER certificate cannot be authenticated with given CA certificate.  ftp.ncep.noaa.gov...gfs 2019020518.  No problem with internet connection and turning off firewall had no effect.

Any suggestions ?

Recent problem with frame rate 2 days ago but seems to be resolved today.

Same as me… I´ve tried for at least 3 days with no result.

I've had the same issue for the last 3 days and this is what I've found. It seems that NOAA has changed the URL"s to use HTTPS instead of HTTP and from the looks of it X-Plane defaults to HTTP. I've been trying to find where the URL's are in X-Plane to see if I can manually edit myself but not able to find where it's keept.

It is the responsibility of Laminar research to make the correction.   Recent update was very busy
