I'm not with Laminar Research, just a fellow simmer in the UK :-)
I've looked up the specification of a Samsung Chromebook 3 and it appears to ship with an Intel Celeron CPU @ 1.6GHz, 2-4GB RAM and a 16GB hard drive.
With that in mind, I do not believe that X-Plane 11 will be able to run on your Chromebook 3.
