I am using X-Plane 11.32r2, the latest version as of 19 April 2019.  All tests have been done using the F4 Phantom provided with the X-Plane 11 install.  I am unable to fire rockets.  I am able to fire lasers, guns, missiles, and bombs.  I have mapped keys and edited datarefs using the DataRefEditor plugin for loading, arming, and firing  rockets.  I placed multiple rocket pods in the weapons loadout both within PlaneMaker and in X-Plane.  I have edited the rocket pods within PlaneMaker to have a shell object and launcher object (Gun firing didn't work until I applied a shell object).  Does anyone know of a way to make rockets work in X-Plane 11?
