Why does my X Plane 11 software download not include the VR setup tab?

Check the version of X-Plane. VR was introduced in version 11.20 so you may just need to update. If the option to turn on VR is grey and unavailable, it indicates your hardware (GPU) does not meet minimum VR requirements.
