I'm not with Laminar Research, just a fellow simmer in the UK, but I will try to explain how Navigraph should update the relevant X-Plane 11 files.
As you may know already, the navdata located in the C:\X-Plane 11\Resources\default data\CIFP folder, is the default data supplied by Laminar Research i.e. what was available at the time of the latest release at the point of purchase. These files may also be updated later, as and when LR releases further updates, but even then they are generally always out of date.
To obtain and keep up-to-date with the very latest Airac cycle, you need to subscribe to Navigraph or similar (as you already do I gather?) and all data downloaded from there should go into the C:\X-Plane 11\Custom Data\CIFP folder.
In addition and for certain addon aircraft i.e. Flight Factor 757/767/777, JARDesign 320/330, JRollon Planes CRJ200 etc., all data downloaded from Navigraph should also go into an additional C:\X-Plane 11\Custom Data\GNS430 folder, although please note that this GNS430 folder has to be created by you in Windows Explorer, as it's not provided by LR as a part of their normal file structure!

The important thing to note however, is that you have to set up the link (addons) between the Navigraph FMS Data Manager application and the relevant X-Plane 11 folders yourself, to ensure that the correct folders are automatically updated when you download from Navigraph, the latest Airac cycle. Finally, if you have set up everything correctly, you should then be able to go back into the C:\X-Plane 11\Custom Data folder to find the 'cycle_info.txt' file. If you click or open this text file, it will show you which Airac cycle you have installed? Mine is the latest one installed on 20th June 2019 with the 1907 cycle.
