Fps Stays the same no matter the sliders position.

Question

I have a i7 7700 and a RTX 2070 but no matter where I put the sliders, at low or high, I still get 10-20 FPS. What is happening?

It’s impossible to speculate the cause without information.  You can start by uploading the Log.txt file (from X-Plane’s root folder).  Then hopefully, someone knowledgeable can offer some ideas.
