All urban areas not showing correctly

Question

Currently running X-Plane 10.51.  I cannot find any info about this.  I can't tell if it all changed on a recent update, but all my urban/city areas just show a lush green town from all flight levels(with and without added objects).  Even dessert cities like Las vegas show the same image.  Almost an oasis of green where all urban development should be.  Any help or suggestions would be greatly appreciated!

I believe I just solved it by deleting my scenerypacks.ini file

You can try to remove all plugins and check again. You can also check your scenery_packs.ini file. With default settings there is no problem with the scenery.
