X-Plane_xdd_11.prf is flagged as read-only in Windows 10

Question

All system files in windows 10 are permanently locked with the read-only box checked, even with administrator privileges I wasn't able to fix the issue. The program is unable to write to X-Plane_xdd_11.prf because it is flagged as read-only.
