Flaps stuck in down position

Question

I am having trouble with the flaps for the 172.  When I start the sim the flaps are stuck in the down position and there is no way to get them to go up.  I have tried assigning different buttons, unplugging controls and for some reason the just stay stuck down.  So it is impossible to fly the sim currently.

Check for add ons that could be interfering. I do not see this problem with a clean, default install. By default the 1 & 2 keys adjust flaps. You can change this in keyboard settings.

It has something to do with the update after install.  When I reinstalled the sim and skipped the update the issue went away.  That was after reinstalling the sim 3 times with the update and having the problem everytime.
