Display Jitter (constant zoom shift)

Question

Even on the lowest display settings, my display seems to be constantly zooming in and out at a tiny increment, just enough to be distracting. I've disabled all of my mouse devices except one, but the zoom issue happens nowhere else (menus, maps).

Started when I upgraded to XP11.10, so I blew XP away and reinstalled 11.05. Same issue. No aftermarket plugins.

Running Win10, Core i7 4800, 16GB RAM, NVIDIA GeForce 740M.
